DESCRIPTION:14 months ago\, many spotlights were turned towards the African healthcare sector and its terrible lack of electrification. Not being able to store and administer the COVID vaccine in Africa could deter all other global efforts in fighting the pandemic. Several programs were then launched to solve the issue of electrification at healthcare facilities and many experts had their opinion about what was the right way forward. \nFast-forward 14 months later\, there are significantly less discussions and articles about electrifying the African healthcare infrastructure. But the problem persists and only a few healthcare facilities got access to electricity. Several emergency programs have disappeared as fast as they were announced and there still is an amazing work to be done to provide Africa with the most basic access to electricity and healthcare. But there are solutions\, efficient\, readily available and totally affordable! DESCRIPTION:President Cyril Ramaphosa’s announcement to increase the self-generation without a licence threshold from 1MW to 100MW has been a long time coming for South Africa’s commercial and industrial sector.  \nWhile there are regulatory details to iron out\, the announcement signals in theory that it will become easier for companies to enter into Power Purchase Agreements with private entities. Instead of a lengthy licencing process\, a future applicant would only need to register their generation project with the National Electricity Regulator of South Africa (NERSA). \nSmall scale embedded generation in the C&I sector is a growth industry\, especially the use of solar energy\, across Africa. Most often the decision to self-generate is a business imperative entered into because it is the only way a company can ensure reliable\, available and sustainable electricity. \nIn South Africa\, load shedding threatens millions of jobs across all industrial sectors so the ability to control a steady supply of electricity would provide much-needed business stability. But\, would what is essentially the creation of a decentralised power supply really make that much of a difference to the country’s decarbonisation efforts? \nThough the actual update of the Electricity Regulation Act Schedule 2 is now a matter of gazetting the paperwork\, there are still many unanswered questions around the policies and regulations that will spell out exactly how this process will work. \nRegister here

SUMMARY:The increased 100MW threshold – Municipal opportunities
DESCRIPTION:When President Cyril Ramaphosa announced the self-generation threshold would be raised to 100MW he was at pains to point out that municipalities would still retain a large measure of autonomy over whether this would happen in their boundaries or not.  \nPower projects have to be grid-compliant\, even if islanded from the national system\, and businesses who generate their own electricity will also be allowed to wheel electricity to the grid\, subject to wheeling charges and connection agreements with Eskom and relevant municipalities. Municipalities will retain discretion to approve grid connection applications on their networks\, and the entire process will still be regulated by NERSA and overseen by the DMRE. \nSince only 27 municipalities out of 246 in the country have clean audits\, this does rather limit the number of municipalities who themselves can procure power directly from power producers\, without needing NERSA permission as long as the amount falls under 100MW. \nAlthough\, for the most part\, municipalities are low on finance\, technical capacity and/or creditworthiness to directly take advantage of the change in policy.
